To support and accelerate the achievement of results, the SD Strategic Plan contains strategies on the Science of Delivery, Products & Markets, Services, Humanitarian Development Continuum, National System Strengthening, Financing and Domestic Resource Mobilization, Monitoring, the Supply Community, Optimizing UNICEF Supply, and Strengthening Organizational Excellence. All strategies follow a results based approach and achieving key results and targeted outputs will have significant impact on the UNICEF SP Goal and Result Areas. The Warehouse and Inventory Management Centre (WIMC) is housed under the Supply Chain pillar in SD and ensured supplies are made available to UNICEF consignees.   How can you make a difference? Ensure that relevant and current warehouse processes, systems and procedures are considered and applied in order for UNICEF SD to maintain its effectiveness in leading and implementing solutions for children. Provide leadership and support to the warehouse team and its internal network as they contribute to the organization's achievement of the SDGs.   You will be accountable for:  - Managing UNICEF's global warehouse operations (i.e., replenishment, receipt of goods, storing in high-rise warehouse, planning of production and packing, packaging, and international shipments of goods). - Ensuring that pharmaceutical products are handled in accordance with GDP standards. - Optimizing the performance of the SD warehouses and hubs (Copenhagen, Panama, Dubai, Brindisi, Guangzhou) including, lead-time for order fulfilment, emergency response, inventory mix and levels, inventory turns and write-offs, and location of global inventories. - Leading and supporting a large and diverse team of staff via a supportive and inclusive approach. Setting team performance targets and supporting continuous improvement, including as a part of SD's QMS approach. - Supervising the inventory management function and overseeing that SD policies are followed. Setting guidelines for the inventory turnover and the stocking policy in close consultation with Procurement Centres in SD. - Working closely with the Chief of Global Transport Center in setting performance targets for the Center. - Leading the Plan & Source function which, in collaboration with Procurement Centres and the Emergency Unit, forecasts demand and plans replenishments. Analyzing changes in off take and recommending changes in the status of Long-Term Arrangements (LTAs) and replenishment of products. - Maintaining the functionality and efficiency of the IT systems related to the Centre, including SD's ERP system (SAP), the Warehouse Management System, barcode scanning and interface with automated Schaeffer systems; including with the aim that the warehouse constantly improves operating procedures to reduce operating costs and to increase the speed and service offered to UNICEF customers. - Ensuring that the budgets are adhered to and following up and working closely with the Financial Management Center and the Admin Unit to reduce operating costs and increase the speed and service offered to UNICEF customers. - Providing technical support to global and country programme logistics projects and capacity building. - Ensuring sufficient capacity for an optimal global warehousing function, through sufficient HR capacity including learning programmes, partnership management and contracts management. - Leading the review and update of the global logistics framework and embedding environmental sustainability aspects towards optimal warehouse logistics.   To qualify as an advocate for every child you will have? Education A completed Advanced University Degree (master's degree) in Supply Chain Management, Warehouse Management or a related technical field is required. Work Experience Minimum ten (10) years progressively responsible professional work experience in supply chain management, warehouse or production management, or management of commercial enterprises, some of which must be at an international level.  Languages Fluency in English is required. Provide financial and administrative technical support in the implementation of the vehicles leasing programme, and report savings.   How can you make a difference? Key functions, accountabilities, and related duties/tasks - Timely and appropriate interpretation of administrative policies and procedures on fleet management to support operations at the country and sub-country levels. - Conduct computation of efficiencies realized by UNICEF's participation in various initiatives, not limited to the following: - UN FLEET leasing arrangement - Utilization of WFP booking platforms for accommodation booking and driver booking - UNICEF participation in common premises arrangements. - Follow up on UN FLEET leases with country offices and UN FLEET and helping clear up blockages in the system. - Provide analysis of budget and periodic reports on status of implementation. - Work with the Field Strategy and Technical Support Team to build the capacity of fleet/transport personnel through the development and roll out of training materials and conduct workshops as required with a focus on the use and analysis of fleet data and Financial Management System. - Compile and analyze statistical information, identify trends and developments that will assist in decision-making to improve fleet management and efficiency reporting. - Monitor key performance indicators against best practices in fleet management at global, regional or country levels or for individual assets and make recommendation for improvement. - Conduct rolls out of innovative fleet management technological solutions in collaboration with internal and external stakeholders using risk-informed approaches. - Keep track of leased vehicles orders and payments. - Support country offices to verify and process invoices received from UN fleet, including Prepayment Purchase orders and follow-up their completion and payment of invoices. - Gather baseline data for metrics such as carbon emissions, vehicle utilization and fuel consumption and establish benchmarks. - Contribute to the development and implementation of carbon emissions reduction and fleet optimization strategies.   To qualify as an advocate for every child you will have? An advanced university degree (Master's or Higher) in Finance, Administration, and/or Supply & Logistics.  * A bachelor's degree with an additional 2 years of relevant work experience will be accepted in lieu of an advanced university degree. Ensure an emergency supply and logistics preparedness action plan for the CO is established in line with Core Commitments for Children in Humanitarian Action (CCC), and implemented (establishment of relevant LTAs and frame agreements for emergency response, prepositioning of stock, and training of staff in the country office). - Participate in high-level emergency coordination, implementation, and monitoring meetings with internal and external partners and establish close collaboration with the Logistics Cluster/National Logistics Working Group if such is activated/existing. - Establish strong working relations with Regional Chiefs of Supply/Regional Chief of Operations, as well as the Supply Division, to align with global and regional approaches and initiatives in supply chain management. 3. Collaboration with the programme and implementing partners. - Establish close collaboration with programme sections through involvement in programme design, planning, and preparation for the implementation of supply components as well as monitoring and evaluation. Establish an accountability framework with programmes, for the delivery of results for children. - Provide supply input to donor dialogue and support the development of supply components of proposals to donors including budgeting and use of innovative financing mechanisms for supplies, services, and construction works. - Support assessment of and collaboration with implementing partners including civil society, establishment of Programme Cooperation Agreements (PCAs), and monitoring of supply components under Harmonized Approach to Cash Transfers (HACT). - Develop and maintain partnership and collaborative relations with the Government, UN organizations, and bilateral counterparts in supply and logistics activities including harmonized and collaborative procurement. 4. Technical and advisory support to government/national systems - Promote/drive supply chain strengthening and change management initiatives with governments and partners, to ensure efficient and effective supply chains for children. - Implement capacity development initiatives in the area of supply chains for children, in close collaboration with programme colleagues. Support supply components of health systems strengthening as might be relevant in the country context. - Advisory support to Governments/national systems in defining and determining supply solutions for children, such as the use of procurement services; supply financing solutions; local market development; and private sector engagement. - Support the supply systems strengthening activities in the country internally and externally with a focus also on local production.  5. Innovation, products and markets - Contribute to pilots and support the actual roll-out of new products and services, in close collaboration with Supply Division. - Promote critical thinking, innovative approaches, and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children. - Further to the analysis of supply spend and related procurement strategies, run initiatives to ensure local market development where relevant.   To qualify as an advocate for every child you will have? The Construction Specialist reports to the Deputy Representative programme with daily operational oversight from Chief of WASH and Chief of Education programme. The construction specialist is responsible for the technical leadership on infrastructure and construction areas of work, and coordination of the construction activities of Pacific Multi country offices. The management of construction projects includes planning, support to procurement, as well as monitoring of construction works on site. The incumbent collaborates closely with UNICEF Programme/ Operations on preparation of construction work plan, preparation of design and technical document, support to procurement process, monitoring and reporting on construction projects. The incumbent is expected to have or build familiarity with the broader context for social service infrastructure work, including relevant modalities, partners, standards and practices in the Pacific. Summary of key functions/accountabilities:  - Preparation of construction annual workplan; - Contribute in the development of the annual work plan for the construction activities; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards. - Prepare and collect information required for the annual work plan on regular activities, ongoing projects and others in the pipeline. - Coordination of Construction human and financial resources; ensure appropriate staffing deployment and timely recruitment according to project's needs. - Supervise construction staff; conduct weekly unit meetings; ensure clarity of roles and responsibilities. undertake appropriate actions to overcome technical obstacles; draft relevant sections of project reports required for donors, management, annual reports, etc. - Preparation of design and technical documents; - Prepare the scope of construction works based on Programme/ Operations requirements, budget and site limitations; define deliverables and payment modality. - Apply UNICEF norms and standards (child-friendly, accessibility, MOSS, MORSS, etc.) to construction projects, taking into consideration the local environment and available materials; verify if compliance with green building standards is required in coordination with DFAM Field Support Unit. - Check technical documents related to construction (design drawings, technical specifications and bills of quantities); verify whether they are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements; undertake the actions required to endorse these technical documents by relevant ministries. - Follow up with the designing firms and government entities for obtaining all permits required for construction activities prior initiating works. - Provide guidance/recommendations on climate resilient infrastructure to ensure programme sustainability and support programmatic decision-making and implementation in line with local conditions and UNICEF policy and procedures. - Support to procurement process; - Provide technical support to Supply section with preparation of LPA requests and CRC submissions with supporting documents related to construction activities. - Conduct surveys to identify potential construction companies and engineering firms available in the local market; prepare terms of reference required for establishing local Long-Term Arrangements for engineering services (design and site supervision). - Prepare tender documents in relation to construction works and engineering services; attend bidders' conference and present the technical components of the tender; prepare answers on technical questions raised by the bidders during the tendering. - Support Supply section in organizing bidders' conference and site visits; conduct the evaluation of technical proposals received and prepare the evaluation report; provide support to Supply section on the analysis of financial proposals. - Monitoring of construction projects; - Conduct the kick-off meeting of construction works with the construction company, the engineering firm and relevant government counterparts. - Provide close monitoring and supervision of works on construction activities by undertaking/coordinating regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services; follow up progress for each activity per milestones and review site supervision reports to ensure work compliance with norms, standards, and timeline; verify quality and precautions on health and safety standards on ground. - Use effective monitoring and supervision tools to ensure easily assessment of works quality, progress, and performance of engineering firms and construction companies during the entire duration of the project; apply multi-layered approach to construction supervision and quality assurance; use documented hold and inspection points, where applicable. - Certify payments/variations and compile supporting documents; monitor construction expenditures and progress certificates; prepare and maintain relevant table for each construction activity. - Provide support to UNICEF Contract Administrator on contract management, amendments, variations, duration extensions, applying liquidated damages, etc. Ensure all documents/information required for contract management are available, complete and properly archived. - Participate in the partial, substantial and final reception of works after verifying the correction of all defects during the DLP; prepare and issue relevant certificates. - Prepare Contract Performance Evaluation; provide support to UNICEF Contract Administrator on contract close-out in VISION; prepare the final completion report and lessons learned for submission to the Construction Unit (SD) and AMS/NYHQ as necessary. - Operation and Maintenance support and training as required. Education: - An advanced university degree is required in civil engineering, construction engineering, architecture or other relevant area, or relevant first-level university degree (Bachelor's) in conjunction with a valid relevant professional certification is required. - A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with additional two (2) years of relevant work experience may be taken in lieu of an advanced university degree. Global Logistics Advisor

Role & Responsibilities The Global Logistics Advisor will enable the efficient and effective operations of Medair's work and is deployable in the first and second phase of an emergency with support from the Global Logistics Advisor Team leader.   Project Overview The Global Logistics Advisors Unit is a team of highly experienced Logistics Professionals who ensure a high-quality implementation of Logistics and Supply Chain Management across all Medair' s country programs.   Workplace & Working conditions Global Support Office (GSO) position based in Lausanne, Switzerland. Swiss or eligible EU citizens, or those with a valid work permit for Switzerland, can apply.   Starting Date / Initial Contract Details As soon as possible. Full-time, 9 months.   Key Activity Areas Matrix Management for designated Country Programmes Logistics Manager or representative (15%) - Matrix Line management (functional or dotted line management) of Country Program Logistics Manager or Representative together with the in-Country Line Manager (the accountable manager). - Support with the hiring, termination, objectives setting, performance, compensation, career path planning and succession, budget planning, travel plans of the Logistics Management country representative. - Enhance functional specialisation, increase organisational depth of knowledge and enhance integration to improve programme outcomes functional consistency and quality. - Escalate disagreements that cannot be solved between the functional and line manager to senior levels in an effective and timely manner. Effective operational support to country programmes (20%) - Support Medair's existing and emerging Logistics & Supply Chain Management (SCM) operations, including identifying technical expertise and ways of working to address poor practice & scale up and / or replicate good practice. - Maintain and strengthen regular communication and exchange of information between GSO and Country Programme logistics staff. Technical Logistics Advice & Training (30%) - Capacity build colleagues (and partners) with technical advice including mentoring, accompaniment, induction and briefing. - Participate within a community supporting logistics operations to jointly capture case studies of good practice and learning from where we have not succeeded & build and share evidence, learning and practice on logistics between countries / regions. - Contribute to and validate the logistics component of proposals, budgets and project reports. - Carry out country programme visits and assess adherence to logistics procedures, identify possible areas for improvement, develop and implement changed and new procedures where needed. Emergency Response (20%) - Available for immediate deployment to Medair emergency response to new or existing country programme (part of wave 1 and / or wave 2) and on the roster for 24/7 logistics support. Qualifications - Supply Chain / Business Management University degree or Relevant Field, Master's degree in humanitarian SCM field desirable. - Excellent working knowledge of the English language (speaking and writing).  Experience - Two – years professional experience at management level with at least one – year working on humanitarian operational logistics programming. - Medair experience in country program logistics management is highly desirable. - Highly competent – ability to make analysis and work with software packages. - Experience in project design and monitoring; and evaluation of humanitarian projects. - Experience of designing and implementing logistics related projects. - Successful experience of project cycle management, especially in fragile States. - Knowledge of humanitarian donor standards related to logistics - Demonstrated ability to take the lead, steer, align and communicate effectively with relevant stakeholder layers to ensure a country effective operation support when challenged. - Demonstrated ability to setup logistics responses and new country logistics functionality and processes in coordination with other Humanitarian Actors if required. - Training and Coaching skills. - Tactful, high level communication team building and interpersonal skills. Strong people centred management expertise. - Capable to develop and motivate people in a servant and supportive manner.
